On 17 February, the signing ceremony of the Legislation Research Base (the Base) of Shanghai Municipal People's Government was held at Shanghai Municipal Justice Bureau. SHU Qing, member of the Party Leadership Group of Shanghai Municipal People's Government, awarded the Base. LU Weidong, Director of Shanghai Municipal Justice Bureau, signed the agreement on co-construction of the Legislation Research Base of Shanghai Municipal Government with seven universities (institutions) including Shanghai Jiao Tong University. GU Feng, Executive Deputy Secretary of the Party Committee of Shanghai Jiao Tong University, PENG Chengxin, Dean of KoGuan School of Law and others attended the ceremony.

In the process of governing Shanghai Municipality according to law, scholars from KoGuan School of Law have actively offered legal suggestions on significant social issues. The joint construction of the Base between Shanghai Jiao Tong University and Shanghai Municipal People's Government highly affirms the academic level and influence of scholars of KoGuan School of Law, which will further help promote KoGuan School of Law to play a positive role in the process towards scientific and democratic legislation in Shanghai, and provide strong and professional support for the comprehensive governance of Shanghai by law.
