To further advance international‑oriented education, deepen the system for cultivating foreign‑related legal talents, and expand practical legal cooperation between China and Southeast Asian countries, a delegation led by Professor Peng Chengxin, Dean of KoGuan School of Law, Shanghai Jiao Tong University, recently visited Thailand, Malaysia, Indonesia and other countries to carry out a series of exchange activities. Centering on core topics including joint training of foreign‑related legal talents, international legal academic exchanges, and co‑construction of cross‑border rule‑of‑law projects, the delegation visited diverse institutions such as international organizations, local judicial authorities, prestigious universities, law firms and chambers of commerce, and reached a number of preliminary cooperation consensus. Professor Jiang Bo, Professor Fan Chuanming (Assistant to the Dean), and Associate Professor Zhang Guobin (Assistant to the Dean and Director of the International Affairs Office) from KoGuan School of Law joined the delegation. Yao Yuexi, a part‑time supervisor engaged in foreign‑related legal work, also participated in the activities. This report focuses on the outcomes of the delegation’s visits and exchanges with international organizations, judicial authorities and renowned universities.

The delegation visited the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP). Ms. Antika Preeyanon, Coordinator of the Briefing Programme at UN ESCAP, received the delegation. During the discussion, against the backdrop of coordinated rule‑of‑law development across the Asia‑Pacific region, the two sides focused on exploring cooperation avenues including targeted training of legal talents for international organizations, cross‑border study‑tour practice for students, and joint research on international rule‑of‑law topics, and clarified the vision for establishing a regular exchange mechanism.

As one of the five regional commissions under the United Nations Economic and Social Council, UN ESCAP is the most important intergovernmental comprehensive institution for economic and social development of the United Nations in the Asia‑Pacific region, with its headquarters in Bangkok, Thailand. The delegation held discussions with young interns at the international organization, gaining in‑depth insights into the competency requirements for legal professionals working in international organizations. This provides valuable experience for the school to optimize its training programmes for foreign‑related legal talents and align with international workplace demands.

The delegation visited the Supreme Court of Thailand and the Office of the Judiciary, the central administrative body of Thai courts. Judge Paopun Chobanmtal, newly‑appointed Secretary‑General of the Office of the Judiciary, and his team warmly received the delegation. The two sides held in‑depth discussions on rule‑of‑law exchanges, professional training, and judicial practice seminars, and reached cooperation intentions for future special training programmes and mutual learning.

The delegation visited prestigious universities across Southeast Asia. At the University of Malaya in Malaysia, the delegation was warmly received by Professor Jal Zabdi Mohd Yusoff, Dean of the Faculty of Law, among other representatives.

At Burapha University in Thailand, the delegation had extensive discussions with Vice‑President Sarawut Siriwong, Acting Dean of the Faculty of Law Ratchanee Tang‑on, Dean of the Faculty of Political Science Vichien Tansirikongkhon, and other officials.

Discussions at both universities focused on cooperation in emerging rule‑of‑law fields, with emphasis on interdisciplinary research on artificial intelligence law, joint summer schools, and short‑term student visiting programmes.

This overseas exchange mission constitutes an important initiative for KoGuan School of Law to deepen foreign‑related rule‑of‑law cooperation in Southeast Asia and advance educational internationalization. By visiting overseas international organizations, judicial authorities and renowned universities, the school has further expanded its international cooperation landscape and built multi‑level, regular platforms for cross‑border rule‑of‑law exchanges. The delegation also visited several well‑known local law firms and chambers of commerce; relevant exchange outcomes will be reported in a separate article.

Moving forward, KoGuan School of Law will continue to deepen diversified cooperation with international organizations, legal institutions, universities and practical sectors across Southeast Asian countries. It will implement a host of talent‑training and research cooperation projects, keep elevating the school’s international education capacity, and deliver more high‑quality compound legal talents for China’s foreign‑related rule‑of‑law development.
