Prof. Hualing Fu and Delegation from HKU Faculty of Law Paid Return Visit to KoGuan School of Law, Exploring New Approaches to Cultivate Foreign-Related Rule of Law Talents and Disciplinary Cooperation

On March 1, 2026, Prof. Hualing Fu, Dean of the Faculty of Law at the University of Hong Kong (HKU), led a delegation including Prof. Yun Zhao, Associate Dean, and Ms. Agnes Ip, Administrative Director, to visit KoGuan School of Law at Shanghai Jiao Tong University (SJTU). Prof. Peng Chengxin, Dean of KoGuan School of Law, met with the delegation in Conference Room 209, Zhesheng Hall, Xuhui Campus. Also attending the discussion were Prof. Lin Xifen and Prof. Guo Yanjun, Associate Deans of KoGuan School of Law; Prof. Yang Li, Executive Vice Dean of the Institute of Smart Justice; Assoc. Prof. Zhang Guobin, Assistant Dean; and Ms. Yin Lan, Deputy Director of the International Office. This visit served as a return visit following Dean Peng Chengxin's delegation trip to HKU Faculty of Law on June 30, 2025, laying a solid foundation for deepening cooperation between the two law schools.

With the approaching of the 130th anniversary of Shanghai Jiao Tong University, Dean Peng Chengxin extended a warm welcome to Dean Hualing Fu and the delegation. He outlined the heritage of SJTU and the development of KoGuan School of Law, noting that the school aims to cultivate rule of law professionals with both patriotism and a global vision — a mission highly consistent with HKU Faculty of Law's positioning of being rooted in Hong Kong and serving the nation. He expressed hope that both sides would expand cooperation on the basis of existing exchanges and jointly cultivate high-caliber foreign-related rule of law talents.

Dean Hualing Fu thanked KoGuan School of Law for the warm reception and introduced the history, academic philosophy and talent cultivation features of HKU Faculty of Law. He mentioned that the faculty is actively advancing curriculum reform, integrating artificial intelligence and law, with a focus on cutting-edge areas such as international trade sanctions and cross-border corporate compliance. He noted that KoGuan School of Law, backed by SJTU's strong strengths in science, engineering and artificial intelligence, complements HKU Faculty of Law’s international orientation and common law tradition. He expressed expectations for broader cooperation between the two sides in digital law, maritime law, foreign-related rule of law research and other fields, with concrete measures to be implemented as soon as possible.

During the discussion, the two sides held in-depth exchanges on specific forms of cooperation and reached multiple consensuses on strengthening student exchanges, sharing high-quality teaching resources, and conducting joint research in areas including digital law.

This return visit deepened mutual understanding between the two law schools and clarified all-round, multi-level strategic cooperation directions. Both sides agreed to take this exchange as an opportunity to jointly promote exchanges and cooperation between legal circles in the Chinese mainland, Hong Kong and Macao, and contribute to the development of China's foreign-related rule of law.
