Adopted by the 1st Party-Administration Joint Conference of KoGuan School of Law, Shanghai Jiao Tong University on Jan. 3, 2023
Article 1 [Purpose and Basis] The Visiting Scholars Program promotes the opportunity for outstanding legal scholars and practitioners from around the world (including lawyers, judges, prosecutors, and other legal practitioners) to pursue research and exchanges at KoGuan School of Law, Shanghai Jiao Tong University.
Article 2 [Acceptance and Terms of Appointment] The program accepts several outstanding legal scholars and practitioners per annum to visit KoGuan School of Law on short terms. The length of stary is three months at the minimum, and normally no more than 12 months for each appointment.
Article 3 [Decision-Making Body] The Party-Administration Joint Conference of KoGuan School of Law determines on admission.
The Associate Dean for International Affairs and the Director of the International Affairs Office are responsible for the selection and organization of the program under the supervision and guidance of the Party-Administration Joint Conference.
Article 4 [Selection Criteria] The applicant should be from a university or college ranked among the top 200 in the world by ARWU or QS; engaged in research work in a major international organization, foreign state organ, internationally renowned law firm and the like; or any other institution so recognized by the Party-Administration Joint Conference of KoGuan School of Law.
The applicant should have a relatively strong scholarly background, with publications in academic journals of an international impact.
The applicant's research proposal should be of theoretical and practical significance as well as feasibility.
Article 5 [Application and Decision]
KoGuan School of Law organizes the selection of visiting scholars twice a year in May and December, respectively.
The applicant is required to submit an application by April 30 or November 30 for a visiting appointment to be held within the next year.
The Party-Administration Joint Conference of KoGuan School of Law makes the admission decision before May 30 and December 30, respectively. In special circumstances such as holidays and epidemics, the admission process may be moderately extended.
Article 6 [Evaluation Process] An application should be brought by the applicant's sponsoring supervisor to the Associate Dean for International Affairs or the Director of the International Affairs Office of KoGuan School of Law. The sponsor should be a full-time faculty member of KoGuan School of Law.
The Associate Dean for International Affairs or the Director of the International Affairs Office invites three KoGuan School of Law professors as preliminary reviewers. Preliminary reviewers make an initial assessment of the application based on the international ranking of the applicant's home institution, scholarly background, academic achievements, research proposal, and other relevant materials. Preliminary reviews are conducted by means of correspondence evaluation.
The result of preliminary evaluation is presented to the Party-Administration Joint Conference of KoGuan School of Law by the Associate Dean for International Affairs or the Director of the International Affairs Office. The conference reviews the preliminary evaluation and makes a final decision on admission.
Article 7 [Evaluation Documents] The applicant is required to provide the following electronic documents to the Associate Dean for International Affairs or to the Director of the International Affairs Office of KoGuan School of Law via the sponsoring supervisor:
(1) Scanned copy of a passport's biographic page;
(2) CV/resume;
(3) Scanned copy of the highest educational certificate;
(4) Two to three scholarly publications in the last five years;
(5) Research proposal (1500-2000 words, including title, background, content, plan, output, literature, etc.);
(6) Financial support proof (e.g., a letter of employment status issued by a home institution, a foreign government visiting scholarship, etc.);
(7) Two letters of recommendation;
(8) Basic information about any accompanying individuals (e.g., spouse, children, etc.).
Article 8 [Visitor's Rights] Visiting scholars may attend public academic activities hosted by KoGuan School of Law. They may be invited to attend lunch gatherings and interact with faculty members.
Visiting scholars may audit Law School courses with the permission of the course instructor and a record kept by the International Affairs Office. Auditing is on a non-credit and non-degree basis.
Visiting scholars may apply for a short-term campus card to access the facilities open to the university's faculty and students. They also have access to the university's internet and library databases.
Visiting scholars have shared office space with no assigned seats.
Visiting scholars receive necessary support in space, equipment and promotion for presentations delivered mainly for the faculty and students of KoGuan School of Law.
Visiting scholars may receive a monetary reward for scholarly publications with KoGuan School of Law or Shanghai Jiao Tong University as the first author's by-line.
Article 9 [Visitor's Responsibilities] Visiting scholars shall abide by laws and regulations, respect local customs, and observe the rules and regulations of Shanghai Jiao Tong University.
Visiting scholars shall participate in at least one public event to report on their research progress and major achievements.
Visiting scholars are encouraged to publish their works with KoGuan School of Law or Shanghai Jiao Tong University as the first author's by-line.
Visiting scholars are encouraged to participate in teaching and student training activities of KoGuan School of Law.
Article 10 [Funding Exemption] KoGuan School of Law does not provide any financial assistance in any amount to visiting scholars. Visiting scholars shall be self-responsible for their visa, transportation, insurance, accommodation, correspondence and other expenses as well as those of accompanying individuals.
Article 11 [Amendment and Interpretation] The Party-Administration Joint Conference of KoGuan School of Law is responsible for the amendment and interpretation of these Rules.
Article 12 [Standard Version] The Chinese and English versions of these Rules are both valid. In case of any discrepancy between them, the parties concerned shall endeavor to resolve their dispute through negotiation.
Article 13 [Effective Date] These Rules shall be adopted and come into force on January 3, 2023.
