Professor Patricia Salkin from Touro Law Center uccessfully gave a lecture

At two o'clock in the afternoon on May 30, 2015, Professor Patricia Salkin from Touro Law Center, USA, gave a lecture titled "Land Regulation and Administration in the U.S." in KoGuan School of Law of Shanghai Jiao Tong University. The lecture was jointly held by KoGuan School of Law of Shanghai Jiao Tong University and Administrative Law Studies Institution of Shanghai Law Society. Professor Ye Bifeng presided over the meeting and Professor Guo Yanjun, Associate Professor Wang Bin, Associate Professor He Yuan from KoGuan School of Law, Professor Wang Yu from School of International and Public Affairs, Doctor Chen Yuefeng from East China University of Political Science and Law, other doctoral students and postgraduate students from the faculty attended this lecture.

Professor Salkin firstly started from the property rights, analyzed the legitimacy of land planning and utilization of the government, and further discussed the domestic factors and foreign factors that influenced the protection of property rights. Next, Professor Salkin analyzed the problem of " Regulation of Land Utilization is most Suitable for Government by Which Level" combining with the state structure of the United States. From the practice of the United States, the earliest zoning regulations were made by New York City, and then the Supreme Court affirmed the constitutionality of zoning planning through judicial precedents. The federal government also provided guidance on local zoning planning in the form of a Model Law. The regulation of land utilization in the United States is divided into four stages in history, and the influence of the federal government has always been strengthened.

Professor Salkin also introduced the operational process of the land utilization regulation in the United States. First, after a series of processes, such as environmental review, fair participation and hearing, the local legislative bodies formulated a long-term and forward-looking plan for the land utilization, and then the zoning regulations must be carried out in accordance with the overall planning, which also included the collaboration with government's administrative branches and the legislative branches. In addition, Professor Salkin introduced the diversities of the land utilization, and described the types of regulations of the land utilization in detail. Finally, Professor Salkin had a lively interaction with the teachers and students who attended the lecture.

Professor Ye Bifeng thanked Professor Salkin for her visit and put forward the hope of strengthening the interaction between the teachers and students in the two schools. The lecture came to a successful close with the enthusiastic applause of all the students attending the meeting.
