The "2021 Shanghai Market Supervision Forum" organized by the Shanghai Market Supervision and Administration Association was held on 19 November. The theme of this forum is "Reform, Innovation and High-Quality Development". More than 120 peolple from universities and scientific research institutions, and relevant government functional departments participated in the forum. Hou Liyang, professor of KoGuan School of Law, Shanghai Jiao Tong University, was invited to attend the forum.

Hou Liyang analyzed the current platform regulation situation—both domestic and international. From his perspective, development can be viewed as three stages: prudence and inclusiveness, strengthening antitrust, and special industry regulations. Taking 2020 as the point of reference, China has experienced a transition from being prudent and inclusive to strengthening antitrust. However, judging from the current enforcement situation, the antitrust law may not be able to truly solve the problems in platform regulation, and some recent measures in our country indicate that China has begun to gradually transform to the stage of industry regulation.

At the forum, guests also held discussions on the post-epidemic era, the emergence of new industries, and the innovation of market regulation under the new development pattern.
